Redevelopment Strategies to Build Sustainable Communities

X437 (1 semester unit in Natural Resources)

Study redevelopment as a strategy to help revitalize and create sustainable communities across California. Learn the legal and financial mechanisms that incentivize infill development, revitalize old neighborhoods and once vibrant employment centers. Gain practical understanding of redevelopment strategies and planning process from inception through project implementation. Through case studies and best practices in the field, you will learn how redevelopment can be strategically used to reclaim brownfield sites, create affordable housing and revitalize neighborhoods and commercial districts. California Community Redevelopment Law (CRL) has evolved over the past sixty years to become

California's primary tool to address its economic development, environmental and housing (social) challenges. You will learn strategies and best practices on how to effectively establish and implement redevelopment projects that comply with CRL and align with sustainable community's goals. You will study each of the key strategies enabled by the CRL, including tax increment financing, a unique source of funding generated from the increase in taxes attributable to the growth in property values from redeveloped areas. You will learn how redevelopment has become California's most effective tool for preserving, improving, and producing affordable housing. Understand how effective redevelopment strategies need to evolve over time and can be amended to align with current economics, social and environmental goals. You will also learn how successful public/private partnerships can play a pivotal role in overall redevelopment strategy.

There are no prerequisites. General knowledge of California municipal government recommended. Prior experience with any facet of redevelopment would be helpful.
